In this action, plaintiffs seek damages in product liability arising out of an injury to a small child. Defendant contends that the *434plaintiff parents “negligently entrusted” the product to its operator, another person. Discovery proceedings have been referred to me pursuant to 28 U.S.C. § 636(b)(1)(A).
