MEMORANDUM OPINION AND ORDER

Plaintiff brought a three count complaint asserting violations of the consent decree entered in Shakman v. Democratic Organization of Cook County, 481 F.Supp. 1315 (N.D.I11.1979) (Count I), violations of the Age Discrimination in Employment Act, 29 U.S.C. § 626 (“ADEA”) (Count II), and “punitive discharge” (Count III) against all defendants. 1 Defendants moved to dismiss the complaint 2 pursuant to Fed.
