This action was begun before the Workmen's Compensation Commission by Thomas Brown, employee, against Corn Products Refining Company, his employer, and the Standard Surety and Casualty Company, the insurer. By agreement of the parties, and upon approval of the commission in a manner hereinafter described, settlement was effected upon payment of a lump sum. More than ten months thereafter respondent filed an application with the compensation commission for a review on the ground of a change in condition.
