This is a civil action for injunctive and declaratory relief brought on behalf of plaintiffs and all persons similarly situated. Fed.R.Civ.P. 23. Jurisdiction is claimed under 28 U.S.C. § 1343 and 42 U.S.C. § 1983. Plaintiffs are juveniles who have been adjudged delinquent and placed in the custody of the State Department of Health and Social Services by the Wisconsin juvenile courts.
