I. INTRODUCTION

United Paperworkers International Union (hereinafter “UPI”) initially filed a complaint asking this Court to order Boise Cascade (hereinafter “Boise”) and Specialty Paperboard Inc. (hereinafter “SPI”) to arbitrate a grievance filed by the Union. The grievance relates to the removal of a job classification from the collective bargaining agreement and certain layoffs. In an amended complaint, UPI added a second grievance, concerning seniority rights, against SPI only. Section 301 of the Labor Management Relations Act of 1947, 1 gives this…
