Wholesale produce merchant Coosemans Specialties, Inc., petitions for review of a decision by the Secretary of the Department of Agriculture to revoke the company’s license for violations of the Perishable Agricultural Commodities Act. The Secretary concluded that the company violated the Act’s prohibition on unfair conduct when one of its employees bribed a Department of Agriculture inspector.
