OPINION OF THE COURT

GARTH, Circuit Judge:

This appeal “presents a conflict between one of society’s most cherished rights— freedom of expression' — -and one of the government’s most profound obligations— the protection of minors.” American Booksellers v. Webb, 919 F.2d 1493, 1495 (11th Cir.1990). The government challenges the District Court’s issuance of a preliminary injunction which prevents the enforcement of the Child Online Protection Act, Pub.L.
