BACKGROUND
Plaintiffs Wisconsin Correctional Service and Wisconsin Correctional Foundation, Inc. [collectively, “WCS”] have moved for partial summary judgment or a preliminary injunction, alleging that the Milwaukee Board of Zoning Appeals improperly denied it a special use permit to open a mental health clinic at 3716 West Wisconsin Avenue in Milwaukee, Wisconsin.
