This action was instituted in the Fayette Circuit Court by the appellant, who is a freeholder and taxpayer in Fayette county, and who sues for himself and all others of his class, against the appellees, the county judge and the members of the fiscal court of the county, for the purpose of having declared to be unauthorized the proposed action of the fiscal court, in issuing and selling $300,000.00, in value, of the bonds of Fayette county* for the purpose of building, constructing and reconstructing the public roads and bridges of the county, and…
