The City of Watertown acquired Timothy Otterstatter1 s property by eminent domain pursuant to a jurisdictional offer for $270,000, which was $30,000 more than the value reflected in an appraisal that had been arranged by the City and provided to Otterstatter with the City's initial offer of $240,000. Otterstatter filed this action challenging the condemnation pursuant to Wis.
