ED CARNES, Chief Judge:

William Reaves, a Florida prisoner who has been sentenced to death for the.murder of a police officer, sought in the Florida courts habeas relief from his conviction and sentence. When he appealed the summary denial of one of his state post-conviction motions, the Florida Supreme Court held that one claim was moot and remanded another claim for an evidentiary hearing. It affirmed on the merits the denial of all of the other claims that Reaves had appealed, including a claim that trial counsel had rendered ineffective assistance at the penalty stage by not developing and…
