Cynthia Kemats (and members of her family)1 filed a five-count complaint under 42 U.S.C. § 1983 against her former landlord, Carl Uthe, and various members of the Village of Tinley Park Police Department seeking damages and declaratory relief2'for alleged violations of their rights under the Fourth and Fourteenth Amendments.
