Russell M. Bliss appeals his conviction for filing false income tag returns for the years 1976, 1977, and 1978 (26 U.S.C. § 7206(1)). Bliss principally contends, as grounds for reversal, that the district court * prejudicially erred in refusing to grant him a change of venue; he urges that intensive and inflammatory pretrial publicity surrounding his spraying of dioxin contaminated substances in eastern Missouri made it impossible to impanel a fair and impartial jury there.
