First Federal Savings & Loan Association of Lincoln, a federally chartered savings and loan association, requested the Federal Home Loan Bank Board’s (FHLBB) permis*395sion to open a limited facility branch office in Madison, Nebraska. The FHLBB granted First Federal’s request over the protest of several financial institutions in the area. These protestants then brought an action in federal district court, claiming that the agency’s action was arbitrary, capricious and an abuse of discretion.
