NORTHLAND INVESTMENT CORPORATION v. PUBLIC UTILITIES REGULATORY AUTHORITY (SC 20769) Robinson, C. J., and McDonald, D’Auria, Mullins, Ecker, Alexander and Dannehy, Js.
