Mandamus. (1) The Jackson County Circuit Court had jurisdicton of the petition for review herein, (a) Section 127 of the Public Service Act requires that “the provisions of this act shall be 'liberally construed with a view to the public welfare, efficient facilities and substantial justice between patrons and public utilities. ’ ’ This court has, on several occasions, pointed out that this act is highly remedial and should be liberally construed.

This is a proceeding by mandamus to compel Hon. Thomas J. Seehorn, Judge of the Jackson County Circuit Court, to take jurisdiction and proceed to hear and determine the issues made on writ of re-, view sued out against the Public Service Commission of Missouri. Relators are the petitioners who secured the issuance of the writ of review.
