The plaintiff, Judicial Watch, Inc., filed this civil case, alleging that the defendants, the United States Department of Defense (the “DOD”) and the Central Intelligence Agency (the “CIA”), violated the Freedom of Information Act (the “FOIA”), 5 U.S.C. § 552 (2012), “by failing to search for and produce all records responsive to [its] request or demonstrate that the requested records are lawfully exempt from production.” Complaint (“Compl”) ¶¶ 11,16.
