I am writing in response to your request for my opinion regarding the provisions of A.C.A. § 23-111-509(e)(2)(c). You inform me that the city of West Memphis and Crittenden County, Arkansas, pursuant to this statute, are currently each receiving ½ the value of unredeemed winning pari-mutuel tickets from Southland Racing Corporation.
