Monaghan Township (Township) and Anne G. Miller and G. Thomas Miller (the Millers) (collectively Appellants) appeal from the December 28, 1992 order of the Court of Common Pleas of York County granting the petition for incorporation of the Borough of Chilton (Borough). The issue raised on appeal is whether the trial court abused or failed to appropriately exercise its discretion in interpreting the requirements for incorporation of a borough and overturning an advisory committee’s recommendation on the question of desirability.
