Pocono International Raceway, Inc. (Pocono) and Joseph R. and Rose Mattioli (collectively Appellants) appeal from the January 19, 1994 order of the Court of Common Pleas of Monroe County that denied Appellants’ exceptions and motions for post-trial relief from the trial court’s December 20, 1993 order denying Appellants’ petition for incorporation of the Borough of Pocono Raceway (Borough).
