Plaintiffs Verla Wiley and American Federation of Government Employees, Local 1812 (“AFGE,” “Local 812,” or “the union”) have brought this action against the United States Broadcasting Board of Governors (“BBG” or “the agency”) under the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552.
