Juan Raul Garza is scheduled to be executed by the federal government on June 19, 2001. Garza was convicted in the U.S. District Court for the Southern District of Texas for five violations of federal drug trafficking laws, operating a continuing criminal enterprise, money laundering, and — most pertinent here — three counts of killing in furtherance of a continuing criminal enterprise, in violation of 21 U.S.C. § 848(e). A jury recommended that he be sentenced to death on each of the three § 848(e) violations, and the district court accepted that recommendation.…
