[¶ 1] The Ten Voters of the City of Biddeford (the Voters) appeal from a judgment entered in the Superior Court (York County, Fritzsehe J.), dismissing their request for declaratory relief as moot and subsequently denying their Rule 59 1 motion to alter or amend the judgment because they had failed to include a Rule 7(b)(1)(A) 2 notice with their motion. The Voters contend the action should not have been dismissed because the controversy retained sufficient practical consequences or, in the alternative, because this case qualifies for one of the exceptions to the mootness doctrine.
