COMPTON, Justice.

I. INTRODUCTION

A beetle epidemic is decimating forests in Alaska. Steven Brady and Terry Brady generally oppose the State of Alaska’s policy response to the epidemic. They particularly decry the State’s treatment of them in denying their application to buy the right to har vest dead and dying trees near Moose Pass. They had hoped to show that such harvesting can help stanch the epidemic. The Bradys brought a broad array of claims against the State and two State forestry officials. 1 They appeal two summary judgments dismissing all claims in their consolidated suits. We…
