— The main question in this appeal is whether the doctrine of exhaustion of administrative remedies applies when a superior court and a quasi-judicial administrative agency have concurrent original jurisdiction. The answer is no.

The Chaneys and the Fetterlys own adjacent waterfront lots in Pierce County. The Fetterlys’ lot lies north of the *142Chaneys’ lot. Each lot is long and narrow, irregularly shaped, and subject to the Pierce County Code’s administrative land use scheme.
