— This cause comes up on certiorari to review an order of necessity and public use entered in condemnation proceedings. The action was brought by public utility district No. 2 of Pacific county, a duly organized and existing public utility district under chapter 1, Laws of 1931, p. 3, Rem. Rev. Stat., § 11605 [P.
