In your letter of November 17, 1983, you express concern about access by the public to investigative reports in the prosecutor's office relating to alleged matricide and two counts of sororicide. In effect, your letter asks for my opinion as to the extent to which prosecutors' files are subject to inspection under the public records law.

Section 19.35(1)(a), Stats., states:

Access to records; fees. (1) RIGHT TO INSPECTION. (a) Except as otherwise provided by law, any requester has a right to inspect any record. Substantive common law principles…
