OPINION

BAKER, Judge.

Appellants-defendants Indiana Department of Correction (DOC) and Indiana Department of Administration (DOA) (collectively, DOC) appeal the trial court's grant of summary judgment in favor of appellee-plaintiff Swanson Services Corporation.
