OPINION

JOSEPH S. LORD, III, District Judge.

Plaintiffs in these four cases are persons accused of committing crimes in Philadelphia County who allege that a local Rule of Court, Rule 301, promulgated by the Board of Judges of the Philadelphia Court of Common Pleas, prevents them from retaining counsel of their choice in violation of the Sixth and Fourteenth Amendments. The operation of Rule 301 prevents the attorney plaintiffs have selected, Cecil Moore, from entering his appearance in their cases because the number of accused persons he represents exceeds the number allowed under Rule 301.1
