MEMORANDUM OPINION AND ORDER

ASPEN, District Judge:

Plaintiff Orrin R. Johnson brings this action for relief under 42 U.S.C. §§ 1981, 1983, 1985 and 1988 (1982) and 28 U.S.C. § 1343 (1982) against five police officers of the City of Joliet, Illinois (“City”), two police supervisors for Joliet and against the City itself. Currently before this Court are motions to dismiss and for sanctions under Rule 11. For the reasons noted below, we deny the motion to dismiss and the motion for sanctions.
