Dear Director Norris:

I am writing in response to your request for my opinion on several questions arising from the following reported facts:

The ADC has an individual who is currently serving a thirty (30)-year sentence for Murder in the First Degree. That sentence of thirty (30) years was imposed on February 14, 2003.
