MEMORANDUM OPINION AND ORDER

Byia Bruce (“Petitioner”), an inmate at Stateville Correctional Center, is serving a life sentence for two counts of first degree murder. He has filed this Petition for Writ of Habeas Corpus pursuant to 28 U.S.C. § 2254 (“Petition”) challenging his conviction and sentence. Warden Terry McCann (“Respondent”) argues that the Petition should be denied because Petitioner’s claims are procedurally defaulted, are not cognizable in this proceeding, or fail on the merits.
