The main question presented in this case is this: can the owner redeem lands sold for taxes for the years 1859 and 1860, to the county, and by the county assigned to a third party, in the various kinds of warrants for the payment of which the tax was raised, viz: township, county and territorial ? Taxes are defined to be burdens or charges imposed by the legislative power of a state upon persons or property to raise money for public purposes.
