On February 10, 1964, appellant filed a motion submitting this case on the pleadings and arguments set forth in the petition for review and on the memorandum of authorities attached thereto. On May 4 of that year the Manager of the State Insurance Fund filed a motion informing that he did not propose to submit a brief in the case, and that he relied on the pleadings and documents appearing in the record and *676on the decisions of the Industrial Commission relative thereto.
