Northbrook Excess and Surplus Insurance Company, plaintiff-appellant, is an Illinois corporation. Defendant-appellee, the Medical Malpractice Joint Underwriting Association (JUA), is an unincorporated association created by the Massachusetts Legislature. 1 Northbrook prevailed in a suit for declaratory judgment it had brought in federal district court.
