This case involves two claims filed by Brawndon Carter, a pro se plaintiff, against the United States. The first claim was transferred to this Court, the United States Court of Federal Claims, from the United States District Court for the Eastern District of Missouri after the district court issued a final decision on the plaintiffs Motion for the Return of Personal Property pursuant to Rule 41(e) of the Federal Rules of Criminal Procedure (“first Rule 41 motion”).
