BEASLEY, Judge.

Roger D. Blalock (Plaintiff) alleges the Industrial Commission (Commission) erred in denying his motion for special attorneys’ fees under N.C. Gen. Stat. § 97-88.1 of the Worker’s Compensation Act (Act). Specifically, Plaintiff claims the Commission should have granted his motion for special attorney’s fees because Custom Wood Structures, Inc. (Employer) and its insurer, Builders Mutual Insurance Company (Carrier) (collectively Defendants), defended the hearing without reasonable ground in violation of N.C. Gen. Stat. § 97-88.1.
