In this litigation, Public Service Company of New Hampshire (“PSNH”), North Atlantic Energy Corporation (“NAEC”), Northeast Utilities (“NU”), and Northeast Utilities Service Company (“NUSC”) (collectively, “plaintiffs”) challenge the validity of the Final Plan for restructuring New Hampshire’s electric utility industry (“Final Plan” or “Plan”), issued by the Public Utilities Commission of the State of New Hampshire (“Commission”) on February 28, 1997.
