Robert Moynihan (“Moynihan”) appeals a final judgment of the circuit court in dismissing his taxpayer’s petition for declaratory judgment and injunctive relief. He sought the declaratory judgment under Rule 87.02(a), 1 claiming that attorney Patrick R.
