RONALD L. WALKER, Chief Justice.
The Texas Department of Public Safety (DPS) notified Dale Joseph Sullivan it had revoked his license to carry a concealed handgun. On October 17, 2000, Sullivan requested a hearing pursuant to Tex. Gov’t Code Ann. §§ 411.180, 411.186 (Vernon Supp.2003). On February 6, 2001, DPS filed a petition for administrative hearing. A hearing was held on February 27, 2001.
