Cross appeals from a judgment of the Supreme Court (Prior, Jr., J.), entered February 27, 1989 in Rensselaer County, which partially granted petitioner’s application, in a proceeding pursuant to CPLR article 78, to annul a determination of respondent City of Troy Chief of Police dismissing petitioner from his position as a police officer.
