Plaintiff David Hayes brings this negligence suit under the Federal Tort Claims Act (“FTCA”), 28 U.S.C. §§ 2671, et seq., alleging personal injuries caused by the government’s failure to warn of and maintain against dangerous conditions on its property. See Compl. ¶ 12(a)-(e).
