OPINION

HILLMAN, Chief Judge.

This is a Social Security action pursuant to 42 U.S.C. §§ 405(g) and 1383(c)(3) to review a final decision of the Secretary of Health and Human Services denying plaintiff Lisa Wills’ claim for supplemental security income benefits (SSI). The matter is now before the court upon cross motions for summary judgment. Judicial review is limited to determining whether the Secretary’s decision is substantially supported by the factual record and based upon application of proper legal criteria. Hale v.
