LAVENDER, Justice:

This action was brought by Appellant, a registered voter of Appellee, the City of Bartlesville and Washington County, Oklahoma to invalidate an election authorizing the issuance of bonds to be used for building a new City library and demolition of the Bartlesville Civic Center and library to provide a site for the new facility.1 The trial court upheld the validity of the election and denied Appellant all relief.
