MEMORANDUM AND ORDER
BELOT, District Judge.
Plaintiff City of Wichita (City) brings this private party action against twenty-seven 1 defendants pursuant to the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), 42 U.S.C. § 9601 et seq., as amended by the Superfund Amendments and Reauthorization Act (SARA) of 1986, Pub.L. No. 99-499, 100 Stat. 1613 (1986). The City seeks to recover response costs incurred in cleaning up groundwater contamination near the center of Wichita pursuant to CERCLA § 107(a)(4)(B), 42 U.S.C. § 9607(a)(4)(B).
