Harry Dunleavy sued the State of New Jersey, the New Jersey Division of Civil Rights (“NJDCR”), Rene Rovtar (then Superintendent of Education for Morris County, New Jersey), Lorraine Watson (the manager of the NJDCR office in Paterson, New Jersey), Susan Paletta (a NJDCR investigator), and J.
