Plaintiff Dennis J. Kish filed a Complaint for Declaratory and Injunctive Relief against Defendant, Michigan State Board of Law Examiners (referred to herein as the “State Bar” or the “Board”) maintaining that the State Bar’s interpretation of the residency requirement and resulting refusal to admit him to practice in Michigan constitutes an ongoing violation of the Equal Protection Clause of the Fourteenth Amendment.
