OPINION

GIBBONS, Circuit Judge.

Appellant Dennis Dubuc brought this action against the Michigan Board of Law Examiners (the Board); George Googa-sian, in his capacity as Chairperson of the Board; 1 the State Bar of Michigan (the Bar); and John Berry, in his capacity as the Executive Director of the Bar. The Board denied Dubuc’s application for membership in the Michigan Bar because it found that he had failed to demonstrate that he was a person of good moral character. Dubuc seeks to reapply for membership in the Michigan Bar, and he filed this lawsuit claiming that the rules governing the time…
