Tennessee Valley Authority (TVA) appeals from an order of the United States District Court for the Eastern District of Tennessee granting plaintiff Salary Policy Employee Panel’s (Panel) motion for summary judgment in an action brought by the Panel to compel TVA to submit four unrelated grievances to arbitration and for $1 million damages for injuries allegedly suffered by the Panel as the result of TVA’s purported plan to weaken the Panel and its constituent unions.
