MEMORANDUM OPINION

HUGHES, District Judge.

This is a class action challenging the interpretation placed by the Texas State Department of Public Welfare on Section 2231 1 of its Financial Service Handbook relating to Aid to Families with Dependent Children. Plaintiffs are members of a class composed of Texas families who have been denied AFDC benefits or whose benefits have been terminated by Defendant.
